Mr. Stark advised that he was considering a facilitator, at a cost under $5,000, to serve as a moderator during the informational meetings and Public Hearings. Councilmember Pust encouraged staff to provide someone else to take de- tailed minutes to capture public comments and to free staff to participate in the meeting discussion. Councilmember Ihlan opined that a moderator be neutral to make sure as wide of a range of views as possible was heard. Mr. Stark advised that he was currently in discussion with someone from the Hamline Center for Mediation. Councilmember Roe encouraged staff to be creative in providing as many opportunities for public comment and involvement as possible. 12. Set a Special Meeting for the Imagine Roseville 2025 Visioning Steering Committee Report Mayor Klausing advised that, after further consideration of the March 5, 2007 possible meeting date, it was determined that this would not provide adequate notice and preparation time. After Council review of their schedules, it was Council consensus that Thursday, March 29, 2007 would be available for meeting; at a time to be determined as staff polls Councilmembers to determine if an earlier start time would work for their schedules, (i.e., 6:00 p.rn., rather than 7:00 p.m.) with a proposed maximum meeting time of two hours. 13. Councilmember-Initiated Items for Future Meetings 13.a Request of Mayor Klausing: Reconsider Scheduling a Fourth Council Meeting each month Mayor Klausing advised that he would prepare a memo and have fur- ther discussion with City Manager Malinen regarding other ap- proaches that were available rather than increasing meeting frequency.
