Regular City Council Meeting
Minutes of
Monday, February 26, 2007
Page 2

b. Joe Schuneman, 2439 Oxford Street N
Mr. Schuneman referenced his recent Letter to the Editor in the Rose-
ville Review, and expressed his ongoing frustration that the City
Council had made no formal comments to-date regarding ambulance
service in the community. Mr. Schuneman opined that Allina's prac-
tice of spreading their ambulance units throughout the metropolitan
area did not serve the City of Roseville well. Mr. Schuneman further
opined that the City needed to demand that their legislative delegation
seek legislation to return the Primary Service Area (PSA) to the City's
management. Mr. Schuneman related the need to improve response
times, specifically for heart-related emergencies, and expressed the
gravity of the situation as a life and death matter. Mr. Schuneman
strongly suggested that the City Council hold a special meeting to
"fix" this situation without delay; and again expressed his frustration
and viewed as an insult the apparent lack of interest or action from the
City Council to provide ambulance service for the community's
needs.

Councilmember Kough noted that, while he and Mr. Schuneman had
spoken many times, relocating the PSA required legislative action, not
local city action.

Mayor Klausing thanked Mr. Schuneman for his comments, and as-
sured him that no one on the City Council took lightly the issue of the
health and safety of Roseville residents; however, noted that while
taking it seriously, all were not in agreement with Mr. Schuneman's
perception of response times. Mayor Klausing advised that, upon
several reviews, Allina had demonstrated their service to the commu-
nity to be a financially workable model for the City, and the Council's
failure to adopt wholesale the preferences of Mr. Schuneman did not
make the Council oblivious to the needs of the community.

2.
