254 noted that Ramsey/Washington WSD has used this type of data to guide their operations; and if they were <br />255 to be the governing agency, this analysis would lead to grants for them in completing this work. <br />256 <br />257 Discussion among members included how the study differed from the WRAPP in greater detail; with Mr. <br />258 Schwartz advising that this analysis would be different than the WRAPP, as it would be more site - specific <br />259 for local areas rather than the WRAPP's creation of specific load applications for watersheds to water <br />260 bodies. <br />261 <br />262 Mr. Petersen concurred, advising that this would identify the best BMP opportunities, allowing <br />263 significantly more phosphorus to be removed from the system. <br />264 <br />265 Chair Miller expressed concern with how each engineering firm and each district or organization had a <br />266 different approach; and was hesitant prior to talking to either Ramsey/Washington or Vadnais Lakes Area <br />267 WMO to proceed until they offered their opinion of the value of the analysis and whether they supported <br />268 the GLWMO moving forward at this time. If they offered their support, Chair Miller advised that he <br />269 would be in favor of proceeding. <br />270 Mr. Petersen suggested that both organizations be approached for their comments, and suggested that the <br />271 GLWMO Board authorize encumbering $9,000.00 and authorizing the Chair to execute an agreement <br />272 with RCD to perform the analysis, pending the outcome of those discussions with both WMO's. <br />273 <br />274 Mr. Johnson advised that the RCD did an assessment for VLAWMO around Lambert Creek, which was <br />275 found very valuable to use on several occasions when seeking grant funding for various projects. Mr. <br />276 Johnson referenced another assessment they had done for Ramsey/Washington around the Casey Lake <br />277 subwatershed, with that data also providing of value. Mr. Johnson advised that BWSR was also <br />278 supportive of such assessments. <br />279 <br />280 Motion 12- 0111-04 <br />281 Member Barrett moved, and Member Von De Linde seconded approval of encumbering an amount not to <br />282 exceed $9,000.00 in remaining GLWMO funds for a Subwatershed Retrofit Analysis of the south Lk. <br />283 Owasso drainage areas at a total estimated cost of $12,000.00 for completion within two (2) month; with <br />284 project funding to be a cost -share match between the RCD and GLWMO as discussed; and authorizing <br />285 the Chair to execute an agreement with the RCD for their technical services; contingent upon satisfactory <br />286 discussion with and support of the Ramsey/Washington and Vadnais Area WMO's for those studies. <br />287 <br />288 Ayes: 3 Nays: 0 Motion carried. <br />289 <br />290 Education/Outreach <br />291 Mr. Petersen sought interest of the GLWMO Board to pursue educational and outreach opportunities with <br />292 member cities. <br />293 <br />294 Member Barrett noted the numerous comments at the public hearing about the lack of communication to- <br />295 date from and about the GLWMO. <br />296 <br />297 Member Von De Linde spoke in support of partnering with member cities for workshops in Roseville <br />298 similar to several recently held in Shoreview. <br />299 <br />300 Mr. Schwartz advised that the City of Roseville had nothing of that nature planned at this time; however, <br />301 remained open to the possibility in the future. <br />302 <br />303 Action Step <br />6 <br />
