Chair Miller <br />70 briefly summarized future action tonight for the GLWMO Board to direct Mr. Petersen to notify City <br />71 Clerks at least 30 days in advance of our next meeting of the GLWMO Board's intent to vote on <br />72 dissolution, in accordance with Section VI of the current JPA. Chair Miller noted the attendance of <br />73 Melissa Lewis of BWSR who would provide additional detail and timing subsequent to action by member <br />74 Cities. <br />75 <br />76 Chair Miller noted that it appeared, from his conversations with city staff, that both cities were leaning <br />77 toward merger of the GLWMO with the Ramsey - Washington Metro Watershed District ( RWMWD); and <br />78 if that process is initiated, final dissolution should be pursued and in place by June 30, 2012 in order for <br />79 that RWMWD to collect taxes from residents in the GLWMO area in 2013. This action step is necessary <br />80 if the RWMWD is to undertake any projects within the GLWMO in 2013. <br />81 <br />82 Review of Process with BWSR staff <br />83 At the request of Chair Miller, Ms. Lewis advised that the June 30, 2012 deadline was for filing <br />84 paperwork and processing through the Secretary of State's (SOS) Office to notify Ramsey County in <br />85 order to meet property tax deadlines, without which the RWMWD would be unable to access funds in the <br />86 2013 calendar year and would be required to wait until the 2014 calendar year to do so. <br />87 <br />88 At the request of Member Von De Linde as to whether the timeframe was manageable, Ms. Lewis <br />89 responded that it was doable, provided things happened on schedule. <br />90 <br />91 At the request of Chair Miller, City of Roseville Public Works Director Duane Schwartz advised that by <br />92 not meeting this filing deadline, the RWMWD administrator had indicated that the RWMWD would not <br />93 expend a lot of their resources in terms of major studies, etc. until they began to realize revenue from the <br />94 GLWMO area citizens <br />95 <br />96 Ms. Lewis detailed the steps for inclusion into the RWMWD in accordance with State Statute 103D <br />97 requirements and options available to the GLWMO Board at this point: <br />98 1) Member Cities petition BWSR to enlarge the Ramsey Washington Metro Watershed District <br />99 ( RWMWD); however, Ms. Lewis noted that BWSR couldn't act on enlarging that District until <br />100 the GLWMO was no longer in existence. <br />101 2) Once BWSR received the petition from the cities, a 3 -4 month sequence would be initiated: <br />2 <br />
