<br />Regular City Council Meeting <br />Monday, March 12,2007 <br />Page 13 <br /> <br />Roger Reiling, 1877 Gluek Lane <br />Mr. Reiling requested an additional two weeks to prepare and present addi- <br />tional information to the City Council; to allow for residents to perform their <br />own careful study and determination of impacts to their neighborhood; to al- <br />low all Councilmembers to be present; to hear from all stakeholders, some of <br />whom couldn't be present at tonight's meeting; and to allow the City Coun- <br />cil to come to a reasonable conclusion. <br /> <br />Mayor Klausing offered no resistance to the request for delay, while opining <br />that the City didn't need to grind to a halt when one Councilmember was on <br />vacation. Mayor Klausing noted that he would seek the applicant's thoughts <br />on the delay; however, focused attention on the specific tests applicable to <br />the requested Conditional Use Pennit to be considered by the City Council <br />for the drive-thru portion of the site; and the six criteria to be used for con- <br />sideration. Mayor Klausing encouraged public comment to be restrained to <br />those specific criteria, not uses for the overall site. <br /> <br />Mr. Reiling opined that there were apparent safety concerns and conflicts <br />with the combined use of an access point by the applicant and the Children's <br />World Daycare; as well as the quiet enjoyment of people in the neighbor- <br />hood; and the need to be guardians of the environment. <br /> <br />Ihlan moved, Roe seconded, CONTINUATION until the regular City Coun- <br />cil meeting of March 26, 2007, or within a reasonable time frame immedi- <br />ately after that in consideration of other Agenda items, consideration of a <br />resolution approving a Conditional Use Permit in accordance with Roseville <br />City Code, Sections 1005.015 and 1013.01, for Kimco Realty and Starbucks <br />Coffee, 1800 Highway 36 Frontage Road (PF 07-009). <br /> <br />Joe Samuel, Senior P.E. with RLK Consulting Engineers, was present <br />representing the applicant. Mr. Samuel requested Council consideration for <br />the applicant utilizing the 2007 construction season; was amenable to the de- <br />lay, but respectfully requested that the City Council hear and consider the <br />application at their March 26, 2007 meeting to avoid additional delay. <br /> <br />Councilmember Roe requested additional information that he had relayed to <br />Community Development Director John Stark earlier in the week. <br />
