158 <br />159 <br />160 <br />161 <br />162 <br />163 <br />164 <br />165 <br />166 <br />167 <br />168 <br />169 <br />170 <br />171 <br />172 <br />173 <br />174 <br />175 <br />176 <br />177 <br />178 <br />179 <br />180 <br />181 <br />182 <br />183 <br />184 <br />185 <br />186 <br />187 <br />188 <br />189 <br />190 <br />191 <br />192 <br />193 <br />194 <br />195 <br />196 <br />197 <br />198 <br />199 <br />200 <br />201 <br />202 <br />203 <br />204 <br />205 <br />206 <br />207 <br />208 <br />Public Comment <br />Mr. Gedi questioned if GLWMO staff would be transferred to the other organization; with Mr. Petersen <br />advising Mr. Gedi that the GLWMO did not have any staff and utilized consultants; but that the current <br />GLWMO Board of Directors would be dissolved. <br />Upon Mr. Gedi's request for additional information on the rationale for dissolution of the GLWMO, <br />Chair Miller noted the lengthy process was summarized in the language of the resolution, and for more <br />detailed information, referred Mr. Gedi to the GLWMO website for a history of the research and decision - <br />making through the record of past meeting minutes. <br />Mr. Schwartz arrived at this time. <br />Discussion ensued on past action of the GLWMO Board as to their official position and preference of <br />which organization with which to merge versus remaining an independent Joint Powers organization with <br />member cities Shoreview and Roseville. <br />Amendments <br />Lines 98 -101 <br />Revise to read as follows: <br />"WHEREAS, The City Council' of Roseville and Shoreview have determined that the most cost - <br />effective administrative and management option for the Grass Lake Watershed area is to be <br />incorporated into an existing adjacent water management organization; and" <br />Lines 108 -111 <br />Revise to read as follows" <br />"BE IT FURTHER RESOLVED, the GLWMO Board of Commissioners accepts the recommends <br />that the geographic area currently known as the GLWMO bee transferred to the Ramsey - <br />Washington Metro Watershed District; and" <br />Ayes: 4 Nays: 0 Motion carried. <br />Dissolution Process Update — City staff and BWSR Staff <br />Mr. Petersen suggested that Ms. Lewis provide an overview of the next steps. <br />Ms. Lewis advised that, upon receipt of the resolutions from the Cities of Shoreview and Roseville, a <br />review panel of BWSR Board members would proceed through the statutory requirements to schedule a <br />Public Hearing and make recommendations to the full BWSR Board in April; the BWSR Board would <br />then order a Public Hearing based on timing and notice requirements of State Statute at a location yet to- <br />be- determined; and anticipated the BWSR Board would make a decision based on the panel's <br />recommendation that evening as opposed to leaving the Public Hearing record open in order to facilitate <br />the timing requirements and final action by the full BWSR Board at their June 27, 2012 morning meeting; <br />and if approved, merger approved in time for the RWMWD to file appropriate papers to expand the <br />geographical area of their WMO with the Secretary of State's office by the filing deadline of June 30, <br />2012. <br />Member Barrett questioned if Ms. Lewis saw any obvious issues that could slow the process as long as <br />the cities were in agreement; or if she saw it proceeding without any significant issues. <br />Ms. Lewis advised that RWMSD was aware of the anticipated intent, and if supported by the agencies, <br />she foresaw no major roadblocks to prevent the expanded WMO. <br />4 <br />
