Joint Meeting with the Ethics Commission Commissioners LuAnne Pederson and Michael Schneider were present rep- resenting the Ethics Commission. Commissioner Schneider reviewed the work in progress to-date among Commissioners, staff and City Attorney Scott Anderson related to establish- ing procedures for the Ethics Commission. Commissioner Schneider sought Council clarification and direction on several issues, including the role of the City Manager and Ethics Commission in coordinating seminars, and lan- guage clarification in Resolution 10408 and City Code Chapter 206.04, Sec- tion C; and creation of procedures for ethics issues before they become eth- ics complaints and whether the City Council wanted the Commission to con- tinue development of such a process. Discussion among City Councilmembers and Commissioners included the City Council's majority perception of the role of the Ethics Commission, the City Manager and the City Attorney; and the original intent of Mayor Klaus- ing in proposing reinstatement of the Ethics Commission and the role of the Commission in identifying topics and or speakers for training, with staff fol- lowing through on the logistics of such a training seminar. Commissioner Schneider sought clarification of the Ethics Commission's role to avoid overextending into another person or Commission's turf; and sought written confirmation ofthe Commission's role and responsibilities. Councilmember Kough opined that the purpose of the Ethics Commission was to field complaints against them regarding elected officials. Councilmember Roe apologized for not attending the February and March meetings of the Ethics Commission; clarified that Commissioner Schneider was the Chair, and that Commissioner Pederson served as the Vice Chair. Councilmember Roe opined that his interpretation was that the Ethics Com- mission would serve in an advisory capacity to the City Manager and in his efforts to coordinate development of applicable training programs for the City Council and staff as appropriate.
