<br />City Council Study Session <br />Monday, March 19,2007 <br />Page 4 <br /> <br />ject to caveat regarding the content of such comments regarding alleged or <br />potential violations; the procedure for potential violations to be provided in <br />writing through the City Manager or City Attorney as applicable and de- <br />pendent upon the scope of the complaint; and the need to respect the people <br />who may have a complaint made against them to determine the basis for a <br />complaint or allegation, rather than encouraging comment in a public forum. <br /> <br />City Attorney Jay Squires clarified the need to discern and limit the Ethics <br />Commission's role if a request is related to criminal conduct, and if it is a <br />City employee issue that may usurp the City Manager's role in managing <br />employees. <br /> <br />Mr. Schneider advised that, in discussions with City Attorney Anderson to- <br />date, those were scenarios and details that were being worked out; and the <br />procedure for the person seeking an advisory opinion to be directed to the <br />City Manager or City Attorney to report their alleged violation; and to en- <br />sure that no union grievance procedures were violated. <br /> <br />After further discussion, City Manager Malinen was directed to provide, at a <br />future meeting for Council review and action on the Consent Agenda, reso- <br />lution clarifYing the role of the Ethics Commission, City Manager and City <br />Attorney to provide continuity with changes in elected officials; annual re- <br />view of the Ethics Code; and input from the Ethics Commission on topics <br />and speakers for training, with input to staff for operational comments and <br />scheduling. <br /> <br />Mayor Klausing, on behalf of the City Council and staff, thanked the Com- <br />mission for their attendance and their work to-date. <br /> <br />Recess <br />Mayor Klausing briefly adjourned the meeting at 6:46 p.m. and reconvened at 6:48 <br />p.m. <br /> <br />4. Joint Meeting with the Planning Commission <br />Community Development Director John Stark; City Planner Thomas <br />Paschke; Planning Chair Mary Bakeman; and Planning Commissioners Dan <br />Boerigter; Thomas Gottfried; and Jim Doherty were present to seek direction <br />form the City Council regarding the Comprehensive Plan update. <br />
