<br />City Council Study Session <br />Monday, March 19, 2007 <br />Page 7 <br /> <br />Further discussion included funding and use of reserves or levying for mon- <br />ies; and consulting services sought. <br /> <br />Councilmember Roe cautioned that, in either alternative #1 or #3, a signifi- <br />cant amount of time and money would be expended to develop a partial <br />document; and noted that technical updates may not be achievable, as de- <br />tailed by staff, from data in the existing document. Councilmember Roe <br />questioned the final product the Council wanted, and whether it may make <br />more sense to completely rewrite it anyway. Councilmember Roe opined <br />his support for making a full measure to have the Comprehensive Plan move <br />forward over the next eighteen months, to fully enact and incorporate the <br />community's visioning. <br /> <br />Councilmember Ihlan opined that the Comprehensive Plan would take <br />longer than eighteen months. <br /> <br />Mayor Klausing opined his support for the hybrid alternative - rewriting ob- <br />solete portions of the plan while retaining and updating the relevant portions. <br /> <br />With no clear consensus, and in the absence of Councilmember Pust, staff <br />was directed to bring the item forward in the near future on an agenda, with <br />full Council in attendance, to further discuss which alternative was best. <br /> <br />Recess <br />Mayor Klausing briefly adjourned the meeting at 7:23 p.m. and reconvened at 7:42 <br />p.m. <br /> <br />5. Presentation of Roseville Area High School (RAHS) Earth Group Envi- <br />ronmental Project <br />RAHS Students Natalie Tungsvick; Rebecca Baldridge; and their Earth <br />Group Environmental Club Advisor Mary Schifsky were present with Ms. <br />Tungsvick and Ms. Baldridge making a presentation to the City Council and <br />encouraging the City's participation in the "Cool Cities" campaign, recog- <br />nizing global warming and climate change issues, and the need for citizens <br />and communities to be a vital part of making improvements on a local level <br />to make a global impact. <br /> <br />Ms. Tungsvick reviewed the Kyoto Protocol and it's mission; international <br />involvement to-date with 418 mayors across the nation signing the docu- <br />
