City Council Study Session
Monday, March 19, 2007
Page 8

ment; action taken by communities as they looked forward to the future and
the goal ofreducing greenhouse gas emissions by 7% by 2012; and the need
for state and local governments to pass legislation lowering emissions.

Ms. Tungsvick outlined three ways to reduce emissions, including: use of
green vehicles by cities and residents; use of renewable energy sources and
provision of incentives for homeowners to do so; and encouraging energy ef-
ficiencies, such as using LED lights for stoplights, with eventual cost and
energy efficiencies realized.

Ms. Tungsvick addressed challenges of potential short-term costs; hard
work; and public awareness; while noting the benefits of long-term savings;
by setting an example; and supporting a renewal energy bill.

Ms. Tungsvick concluded by observing that the City of Roseville will need
to make changes in the near future, and the "Cool Cities" campaign was a
great way to start.

Ms. Baldridge reviewed the steps for Roseville to become a "Cool City,"
signature of the Mayor on a Climate Protection Agreement; working with
other organizations to reach goals by determining what 1990 emission levels
were compared to current levels, by using resources from state organiza-
tions, and planning for strategies and goals for reducing emissions, and how
to implement those strategies.

Ms. Baldridge advised that of the 418 cities across the nation currently par-
ticipating, 13 were in Minnesota and the Club's goal was to make the City of
Roseville the 14th; and concluded by thanking the City Council for an oppor-
tunity to make their presentation, and encouraged the City Council to sup-
port becoming a "Cool City."

Mayor Klausing thanked the Club for their presentation; and opined that the
City Council may be interested in incorporating some of their suggestions.

Councilmember Roe thanked the Club for bringing the issue to their atten-
tion, and for making the City Council aware of the Club's work; and ex-
pressed appreciation that young people are getting involved and bringing
awareness to decision-makers in the community. Councilmember Roe ob-
served that it had become evident in the recent community visioning process
