<br />City of <br /> <br />~~~ <br /> <br />Executive Session of the City Council <br />Minutes <br />Roseville City Hall Council Chambers <br />Monday, March 26, 2007 <br /> <br />1. Report on Executive Session - Twin Lake Litigation Strategy <br /> <br />Present: (Voting and Seating Order) Councilmembers Roe; Kough; Pust; <br />Ihlan; and Mayor Klausing. Also present: City Attorneys Scott <br />Anderson, and City Attorney Paul Reuvers from the League of Minnesota <br />Cities Insurance Trust (LMCIT); City Manager Bill Malinen; Finance <br />Director Chris Miller; and Community Development Director John Stark. <br /> <br />City Attorney Anderson advised that the Open Meeting law requires the <br />City, prior to closing a meeting, to state the grounds allowing closure and <br />to describe the subject to be discussed. City Attorney Anderson advised <br />that according to Minnesota Statute Section13D.05 of the Open Meeting <br />Law,closure was permitted under the attorney / client privilege. City <br />Attorney Anderson then stated that Mr. Reuvers, the City's attorney in <br />the lawsuit with the Twin Lakes Developer's would speak to the Council <br />to report on developments in the pending case, and to have a discussion <br />of strategy and tactics and options facing the City in the case. <br /> <br />Mayor Klausing opened the Special Meeting in Open Session. On a <br />unanimous vote (5/0), the meeting was closed and the Council convened <br />in Executive Session at 5:05 p.m. Mayor Klausing adjourned the meeting <br />at 5:50 p.m. <br /> <br />2. Report on Executive Session - Axel's Charhouse <br /> <br />Present: (Voting and Seating Order) Councilmembers Roe; Kough; Pust; <br />Ihlan; and Mayor Klausing. Also present: City Attorney Scott Anderson; <br />City Manager Bill Malinen; Finance Director Chris Miller; and Police <br />Chief Carol Sletner. <br />
