Adopt a Resolution Approving an Interim Use Permit for Nadeau <br />Excavating for Temporary Storage at 2814 Cleveland (PF-07-010) <br />City Planner Thomas Paschke provided a brief summary of the staff <br />report dated March 26, 2007, detailing the request for an Interim Use <br />Permit for temporary storage of materials and some equipment related <br />to a project the contractor was doing in Minneapolis, for use of a 200' <br />x 220' portion of the "Dorso" site. Mr. Paschke noted that the Plan- <br />ning Commission, by unanimous vote, and staff supported the appli- <br />cation and telnporary use, as conditioned. <br /> <br />Councilmember Ihlan questioned the notice area of the Public Hearing <br />notice; and whether residential properties were noticed. <br /> <br />Mr. Paschke advised that the notice would have been in accordance <br />with City Council directive, based on the size of the Dorso parcel; but <br />noted that there was probably no notice provided to residential proper- <br />ties due to their distance from the actual site in question. <br /> <br />Councilmember Ihlan expressed her concerns, as with prior discussion <br />for uses on this site, and the proximity of Langton Lake Park and the <br />residential area and the potential for dust pollution and contamination <br />from the granular materials proposed for storage on the site. <br /> <br />Mr. Paschke provided a description of the proposed materials, and the <br />controls and conditions applied to prevent dust from the material, in- <br />cluding wetting down of the materials and covering, if warranted. <br />Councilmember Ihlan reiterated her concerns with storage of uncov- <br />ered materials and potential impacts to the Park and residential areas, <br />including potential storm water drainage concerns. Councilmember <br />Ihlan opined that, since this wasn't a Roseville project, it wasn't an <br />appropriate site for an uncovered storage use. <br /> <br />Councilmember Ihlan questioned staff on what environmental as- <br />sessment impacts had been considered, with Mr. Paschke reviewing <br />the size of the proposed interim use, and the proximity of the site to <br />
