<br />Regular City Council Meeting <br />Monday, March 26, 2007 <br />Page 13 <br /> <br />residential or park properties; and the use of best management prac- <br />tices as conditioned. <br /> <br />Councilmember Ihlan further questioned runoff issues and contain- <br />ment methods; with Mr. Paschke advising that similar past projects <br />were not conditioned beyond those applied to this specific application, <br />due to their short-term nature and best management practices followed <br />by contractors. <br /> <br />Councilmember Kough opined that the contractor should be able to <br />take precautions to avoid dirt blowing, through watering the pile and <br />by fencing the site. <br /> <br />Larry Walde, Nadeau Excavating, and Crushing Site Manager <br />Mr. Walde advised that a hydrant was located at the site, and with a <br />City permit, the excavating firm owned a fire hose, and could have it <br />on site to ensure no dust blowing around. Mr. Walde also advised that <br />the debris sand from the bridge site that would be stored on-site, was <br />of a more coarse variety. <br /> <br />Klausing moved, Roe seconded, adoption of Resolution No. 10486 <br />entitled, "A Resolution Approving an Interim Use Permit in Accor- <br />dance with Roseville City Code, Section 1012.09, for Nadeau Exca- <br />vating at 2814 Cleveland Avenue (PF 07-010);"approving excavation <br />for a one acre area in the southeast corner (Dorso parcel); and <br />amended to include Condition "H" that the contractor will use best <br />management practices, approved by the City Engineer, to control dust <br />and debris on site. <br /> <br />Councilmember Ihlan spoke against the motion for the reasons previ- <br />0usly sited and impacts on the residents and park users. <br /> <br />Councilmember Pust clarified condition "g" with staff related to the <br />interim use permit period of 1 0 months; with staff clarifying that if an <br />extension were required, the applicant would have to come back be- <br />fore the City Council, rather than for an administrative approval by <br />staff. <br />
