<br />Regular City Council Meeting <br />Monday, March 26, 2007 <br />Page 15 <br /> <br />Councilmember Ihlan asked questions similar to her queries of the <br />previous agenda item for an Interim Use Permit, related to scope of <br />the notice; residential notification; and what compromises were <br />reached between staff and residents in meeting the scope or timing of <br />this interim use. <br /> <br />Staff responded to the estimated area of mailed notice; and detailed <br />negotiations by City Engineer Debra Bloom and residents related to <br />reduced operating hours and length of duration; and an option for ad- <br />jacent residents to allow crushing in the fall if not completed during <br />the spring months. <br /> <br />Mayor Klausing clarified that no one from the neighborhood was pre- <br />sent. <br /> <br />Councilmember Ihlan noted the staff report comments regarding pre- <br />vious denials of similar requests; and expressed her concerns parallel <br />to the previous application. <br /> <br />Roe moved, Klausing seconded, adoption of Resolution No. 10487 <br />entitled, "A Resolution Approving an Interim Use Permit in Accor- <br />dance with Roseville City Code, Section 1012.09, for Ramsey County <br />at 515 Larpenteur Avenue (PF 07-013);" establishing a temporary <br />concrete and asphalt recycling operation on the 19-acre parcel at Lar- <br />penteur Avenue and Kent Street (northeast comer). <br /> <br />Councilmember Ihlan spoke against the motion for health, safety, and <br />environmental reasons; opining that it was not an appropriate use in a <br />residential area, and that even though it was for a shorter duration and <br />the residents were given proper notice, the City Council needed to <br />consider not allowing this type of use in residential areas of the city. <br /> <br />Roll Call <br />Ayes: Pust; Kough; Roe and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />
