Regular City Council Meeting
Monday, March 26, 2007
Page 14

Councilmelnber Roe spoke in support of the motion; opining that it
was a reasonable interim use for the property; and further opining that
contractors, along with the City Engineer, were cognizant of best
management practices and procedures. Councilmember Roe observed
that, if construction were occurring on this site, it would create more
disruption to the site, residential neighborhood and park.

Councilmember Ihlan requested that the City Council consider, for
further policy discussion, renting out space in our community for such
uses that had grave impacts to city parks and the entire community;
and noted that she would speak up for the park in that neighborhood
even if no one else would.

Mayor Klausing observed that this was private property, not park
property.

Councilmember Roe observed, as staff had previously noted, that the
area to be used on the Dorso site was located approximately 400' from
Langton Lake Park and another additional 400' from Langton Lake;
and with fencing and other protections to keep materials from blowing
and conditions outlining contractor responsibilities and staff regula-
tion of those conditions, there should be no problems encountered.
Councilmember Roe corrected any misrepresentations and clarified
that no one on the City Council was against the park or the neighbor-
hood, but were seeking to be reasonable with this approach.

Roll Call
Ayes: Pust; Kough; Roe and Klausing.
Nays: Ihlan.
Motion carried.

h. Adopt a Resolution Approving an Interim Use Permit for Ramsey
County for Temporary Concrete/Asphalt Recycling Operation at
515 Larpenteur (PF 07-013)
Associate Planner Bryan Lloyd provided a brief summary of the re-
quest as outlined in the staff report dated March 26, 2007; noting that
it was similar to past City Council approvals; and that crushing was
estimated to last for 2-3 days with materials to be used in other base
layers.
