<br />Regular City Council Meeting <br />Monday, March 26, 2007 <br />Page 18 <br /> <br />Mayor Klausing opined that there was an opening to fill; and that he <br />was willing to make the appointment of the applicant interviewed, Ms. <br />McKenzie; and his concurrence with advertising for the additional va- <br />cancy, as outlined in the staff report dated March 26, 2007. <br /> <br />Councilmember Ihlan reiterated her preference for utilizing a pool of <br />applicants for both vacancies, rather than two separate appointment <br />processes. <br /> <br />Councilmember Roe expressed his strong interest in further City <br />Council discussions on the City's commission vacancy appointment <br />process at an upcoming City Council Study Session. <br /> <br />Klausing moved, Pust seconded, authorizing staff to advertise for ap- <br />plications to serve on the Human Rights Commission with applica- <br />tions due to the City by April 30, 2007; and anticipated City Council <br />discussion at the May 7, 2007 City Council meeting. <br /> <br />Roll Call <br />Ayes: Pust; Ihlan; Kough; Roe and Klausing. <br />Nays: None. <br /> <br />t. Adopt a Resolution Providing Direction to the Ethics Commission <br />Councilmember Ihlan sought clarification of the intent of proposed <br />authorization point #3, "investigate establishing a procedure relative <br />to handling difficult ethical situations before they become breaches of <br />ethical conduct;" and whether the intent was that it would include, but <br />not be limited to the process for offering advisory opinions. <br /> <br />After discussion, Mayor Klausing and Councilmember Pust opined <br />that the intent was that the Ethics Commission would not be providing <br />advisory opinions, but simply establishing procedures, and then re- <br />turning to the City Council with their recommended procedures. <br /> <br />Councilmember Pust noted that her only concern, as discussed ini- <br />tially when the Ethics Commission was re-established, was for poten- <br />tial City liability without City Attorney opinion being provided prior <br />to any investigations; and the need for clarity on that intent.
