Receive Public Comment. <br />Mayor Klausing called for public comment by members of the audience on <br />any non-agenda items. <br /> <br />a. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided, in writing, his personal recomlnendations <br />for restoring ethics to the Housing and Redevelopment Authority <br />(HRA) appointment process; and made a verbal statement detailing <br />his perception of past and current appointment processes, alleging par- <br />tisan political tactics in Mayor Klausing's appointment process. <br /> <br />b. Randy Neprash, 1276 Eldridge Avenue & also serves on the City's <br />PWET Commission <br />Mr. Neprash requested that the City Council consider several items re- <br />lated to the proposed expansion and amended PUD for Northwestern <br />College: <br />1) Given the proposed student expansion numbers and significant traf- <br />fic impacts, specifically along Lydia Avenue, the apparent need for <br />and expense of additional traffic signals at one or more intersections <br />should be borne by the college; and Mr. Neprash urged the City <br />Council to seek a formal, written agreement for such future install a- <br />tion(s). <br />2) As the college has continued to expand outside the campus, through <br />purchase of apartment and/or office buildings, with additional pur- <br />chases anticipated, Mr. Neprash recommended that the City Council, <br />while recognizing the wonderful success of the college and not seek- <br />ing to impede that progress, should note that those buildings were re- <br />moved from the tax rolls, while still requiring City services. Mr. Ne- <br />prash encouraged the City to pursue an option of the college paying <br />fees, in lieu of taxes, for every building currently owned and future <br />purchases off campus. <br /> <br />Mayor Klausing suggested that Mr. Neprash follow up on his verbal <br />comments, with written comments to staff for inclusion in the public <br />record, for their consideration when the City Council next hears this <br />item for action. <br />
