<br />Regular City Council Meeting <br />Monday, March 26, 2007 <br />Page 22 <br /> <br />Mr. Reiling noted the noise the neighborhood already was subjected to from <br />Rosedale and winter snowplowing operations; garbage collection; and noise <br />from Highway 36. Mr. Reiling further specifically noted his concern with <br />the location of the drive-thru "next to" a residential neighborhood and a <br />child care center. Mr. Reiling extensively detailed his personal traffic study, <br />using discussions with the Starbuck's site manager, Mr. John Stone, at the <br />existing store (north of Highway 36), informal conversations with on-site <br />shift workers at that facility, and their estimated and some documented traf- <br />fic counts during peak hours and various shifts. Mr. Reiling questioned the <br />intent of the franchise when their engineer had made comments regarding <br />the existing facility and its drive-thru as being a "drive-thru of concern to the <br />City." <br /> <br />Mr. Reiling encouraged the City Council to deny the application, based on <br />his interpretation of pollution and emissions to children on the daycare play- <br />ground and residential neighborhoods; sleep disruptions and site aesthetics <br />(i.e., refuse and litter). <br /> <br />Robert Hengelfelt, 1170 W County Road B <br />Mr. Hengelfelt, a friend of residents on Gluek Lane, spoke as a long-term <br />resident and provided his historical perspective with similar businesses, and <br />previous City Council's rejecting such applications. Mr. Hengelfelt opined <br />that past Council's rationalized their rejections due to the need to be more <br />careful of the burdens placed on and be more respectful of residential <br />neighborhoods located in close proximity to business areas. <br /> <br />Gladys Reiling, 1877 Gluek lane <br />Ms. Reiling concurred with those comments made by her husband, and reit- <br />erated her strong opposition, along with other neighbors, to the project. Ms. <br />Reiling commended Mayor Klausing on his recent actions and initiatives <br />recognizing global warming issues; and opined that rejecting this applica- <br />tion, and the significant local action represented, would be a great first step <br />in reducing global warming impacts. <br /> <br />Applicant Representative, Joe Samuel, RLK <br />Mr. Samuel, the engineer representing the applicant, clarified the traffic vol- <br />umes projected and average volumes and referenced correspondence be- <br />tween the engineers and staff, along with the City's traffic engineers.
