Ms. Kelsey advised that this was her intent with the outline Implementation <br />2 <br />Plan to clearly lay out those items having direct impacts to current or future budgets, for HRA <br />3 <br />preliminary review and consideration. <br />4 <br />5 <br />Motion: Member Majerus moved, seconded by Member Lee to direct staff to prepare a <br />6 <br />Second draft of the 2012-1016 Strategic Plan and First Draft of a Mission Statement; and <br />7 <br />to develop a Draft Action or Implementation Plan – in outline not proposal format – for <br />8 <br />review by the HRA at their June 2012 meeting <br />9 <br />10 <br />Ayes: 4 <br />11 <br />Nays: 0 <br />12 <br />Motion carried. <br />13 <br />14 <br />Ms. Raye, in conclusion, expressed her enthusiasm and opined that the Plan felt exciting; and <br />15 <br />that she had observed staff’s excitement about the Plan. Ms. Raye cautioned that staff could <br />16 <br />not yet be held accountable for the new Plan, since it was dependent on resources, thus the <br />17 <br />need for the Action or Implementation Plan in outline format. <br />18 <br />19 <br />Member Majerus opined that Goal VI represented the implementation portion of the Plan, and <br />20 <br />it was then the HRA’s job to define that Implementation Plan. <br />21 <br />22 <br />Ms. Kelsey clarified that it was even bigger than that, with the July 16 joint meeting of the City <br />23 <br />Council and HRA serving as the launch pad to determine City Council support of the HRA <br />24 <br />Strategic Plan and subsequent levy. Ms. Kelsey cautioned that this Strategic Plan would not be <br />25 <br />accomplished with the standard levy of half of the levy capability of the HRA used in the past. <br />26 <br />Ms. Kelsey opined that the proposed Strategic Plan would require a good discussion before it <br />27 <br />can be adopted, since if there was insufficient or majority support from the City Council and <br />28 <br />their related commitment to address resources, it would require the HRA and staff to come <br />29 <br />back and prioritize and reallocate where and how that support was indicated. <br />30 <br />31 <br />Ms. Raye thanked the HRA Board for the opportunity, opining that it had been a great <br />32 <br />discussion, with a fun group. <br />33 <br />34 <br />Chair Maschka thanked Ms. Raye for her work with the HRA Board and staff. <br />35 <br />36 <br />b.2325 Dale Street/Dale Fire Station Update <br />37 <br />Ms. Kelsey provided a brief status summary of the vacant single-family home south of the Fire <br />38 <br />Station, advising that staff and representatives of the homeowner’s estate had agreed upon a <br />39 <br />Letter of Intent and obtaining an appraisal for the subject site, along with the four (4) vacant <br />40 <br />lots immediately behind the subject lot. Based on that appraisal, Ms. Kelsey advised that staff <br />41 <br />would then attempt to negotiate a proposed Purchase Agreement with the property owner, <br />42 <br />potentially available for the HRA’s review and consideration at their June meeting. If the <br />43 <br />HRA Board approves the Purchase Agreement, staff will then present the offer to the <br />44 <br />homeowner(s) representative(s). <br />45 <br />46 <br />Ms. Kelsey advised Board members that, once the appraisal had been completed and shared <br />47 <br />with the other party, it then became public record. Ms. Kelsey noted that the City (HRA) had <br />48 <br />requested the exclusive right for the Letter of Intent, although it could not be legally upheld. <br />49 <br />Ms. Kelsey advised that, to staff’s knowledge, there were no other parties looking at the <br />50 <br />property at this time; and staff’s impression was that the Estate representatives were seeking a <br />51 <br />fair appraisal and sale of the property to close out the estate. <br />52 <br />53 <br />10.
