<br /> <br />City Council Study Session <br />Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, April 16, 2007 <br /> <br />1. Call Roll <br />Mayor Klausing called to order the Roseville City Council regular meeting <br />at approximately 6:05 p.m. and welcomed everyone. <br /> <br />(V oting and Seating Order for April: Ihlan; Kough; Roe; Pust; Klausing.) <br /> <br />City Attorney Jay Squires was also present. <br /> <br />Mayor Klausing announced that Councilmember Kough would not be pre- <br />sent at tonight's rl1eeting. <br /> <br />Mayor Klausing noted that Councilmember Kough had requested to partici- <br />pate in tonight's meeting by telephone from the hospital, and sought clarifi- <br />cation as to the legalities from City Attorney Jay Squires. <br /> <br />City Attorney Squires summarized State Statute regarding the Open Meeting <br />Law, and the restrictions for any Councilmember requesting to remotely par- <br />ticipate in a public meeting. Mr. Squires advised the public and other Coun- <br />cilmembers needed to be able to see and hear one another, not just by tele- <br />phone; and would require interactive television at both locations, as well as <br />open and accessible to the public. Mr. Squires recognized the extenuating <br />circumstances and Councilmember Kough's desire to participate; however, <br />opined that there could be issues with such telephonic participation. <br /> <br />Councilmembers concurred with City Attorney Squires' opinion; and di- <br />rected City Manager Malinen to contact Councilmember Kough and advise <br />him of the ruling; and to send greetings and continued wishes for a speedy <br />recovery on behalf of the City Council. <br /> <br />Recess <br />Mayor Klausing recessed the meeting at 6: 10 p.m. and reconvened at 6: 19 p.m. <br />
