<br />City Council Study Session <br />Monday, April 16, 2007 <br />Page 11 <br /> <br />member Pust opined that the HRA wanted to prove more cost- <br />efficient in utilizing staff time and expertise, determining those items <br />requiring technical or administrative support and those requiring sec- <br />retarial support. <br /> <br />Mayor Klausing expressed his support, in substance, to the proposal. <br /> <br />Councilmember Ihlan expressed her support of utilizing City staff, <br />while noting her overall objections to the HRA being a separate entity <br />with its own levy authority. <br /> <br />Councilmember Roe opined his support of the proposal, from a num- <br />ber of points: the HRA would get more effective use of staff; and the <br />City receiving compensation from the HRA for a portion of Mr. <br />Stark's time. <br /> <br />City Manager Malinen endorsed the proposal, given the flexibility to <br />be achieved in supporting the HRA's infancy stage with Mr. Stark's <br />expertise; the ability to grow existing staff into other positions to aid <br />retention and their job growth; and noted that if the allocation became <br />too burdensome, it would need to be re-evaluated. <br /> <br />Staff was directed to return at a later date with a proposal following <br />further staff review and considerations. <br /> <br />d. Comprehensive Plan Update - Discussion of Comprehensive Plan <br />Update Alternatives <br />Mr. Stark provided further recommendations to previous City Council <br />directive to assess each of the comprehensive Plan's 11 sections and <br />11 appendices to determine which sections remained relevant and <br />which had become obsolete; and to undertake technical updates of <br />those relevant sections and recreate obsolete sections in a manner con- <br />sistent with the Metropolitan Council's System Statement. <br /> <br />Mr. Stark provided a Bench Handout; the various sections and stafP s <br />analysis of those sections; and proposed evaluation of the benefits or <br />liability of inclusion as reviewed by the Metropolitan Council; staff; <br />the City Attorney; and City Council. <br />
