<br />City Council Study Session <br />Monday, April 16, 2007 <br />Page 12 <br /> <br />Mr. Stark provided a draft "Request for Qualifications" as an initial <br />step in identifying the most appropriate consultants to assist in the <br />Comprehensive Plan update. <br /> <br />Mayor Klausing and Councilmembers Pust and Roe expressed their <br />concerns regarding the tilning and looming deadline by extending the <br />process by having a two-step process for qualifications and proposals. <br /> <br />Considerable discussion ensued regarding staffs rationale in seeking <br />qualifications, rather than directly seeking proposals; quality of re- <br />sponsive consultants, their expertise and price ranges; and land use <br />designations identified by staff in the chart proposed for "complete <br />overhaul" based on reactions from the Metropolitan Council's repre- <br />sentative regarding its basic structure and cumbersome areas. <br /> <br />Councilmember Ihlan spoke in support of the two-step approach, to <br />avoid the Council needing to make an immediate decision among al- <br />ternatives or committing to which part of the plan needs updating the <br />most; and her ongoing concerns regarding costs for the update. <br /> <br />Councilmember Roe concurred that costs needed to be kept in mind; <br />however, opined his continued support for a "hybrid" approach for the <br />updates. <br /> <br />While Councilmember Pust opined that pursuing a two-step process <br />by seeking qualifications, then proposals, seemed to extend the al- <br />ready-short timeframe for updating the Comprehensive Plan, she de- <br />ferred her trust to staff s recommendation. <br /> <br />Councilmember Klausing concurred with Councilmember Pust's def- <br />erence to staff s recommendation. <br /> <br />By consensus, staff was directed to proceed with Requests for Quali- <br />fications, without additional City Council action to initiate the proc- <br />ess, to further accelerate the process. <br /> <br />e.
