<br />City Council Study Session <br />Monday, April 16, 2007 <br />Page 14 <br /> <br />been allocated in the budget to-date for roof replacelnent at Station # 1, <br />nor for future improvements without tapping into reserves, nor inclu- <br />sion of improvements or replacement in the City's five-year Capital <br />Improvement Plan (CIP), which he noted had been stopped in the late- <br />1990' s, with the exception of City Campus remodeling components; <br />and the need to prioritize and begin planning for such improvements <br />in the City's CIP for future budgets. <br /> <br />City Manager Malinen, at Mayor Klausing's request, provided his <br />perspective that repairs and programmed maintenance at fire stations <br />be placed on hold while the City conducts an evaluation of emergency <br />services (Fire/EMS) that includes the number and locations of fire sta- <br />tion to serve Roseville into the future. <br /> <br />Additional discussion included projected and estimated repair costs <br />for a new roof and mold abatement at Fire Station # 1 at $264,000; <br />possible cost of a consultant to study facilities and potential source of <br />funding from the Building Repair/Maintenance Fund; the need for a <br />system-wide assessment of City facilities to determine needs and pri- <br />orities; Mr. Miller's opinion that the fire stations were one area of <br />governmental facilities that were a glaring omission from any major <br />investments for decades; and current and short-term relocation of <br />training to other facilities and long-term impacts on logistics and effi- <br />ciencies for firefighters training away from the stations, vehicles, ap- <br />paratus and equipment. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn stated that he had "the other 50% of report that was <br />missing," and provided several Bench Handouts, including a memo <br />dated February 6, 2002 from him ( as Mayor) to the City Council and <br />entitled, "Infrastructure Investment Initiative - I3";" and "History of <br />and Solution for Roseville Fire Station #1 (presented by John Ky- <br />sylyczyn, Mayor 2000 - 2004); Mr. Kysylyczyn disputed Fire Chief <br />Gasaway's interpretation of fire call comparisons from 1977 to 2007; <br />as well as the Fire Department's use of a strategic plan, that hadn't <br />gone through a public process, received a public hearing, or ever <br />voted on by the City Council. <br />
