<br />City Council Study Session <br />Monday, April 16, 2007 <br />Page 15 <br /> <br />Mayor Klausing reminded Mr. Kysylyczyn that the Council wel- <br />comed provision of background materials, asking questions and pro- <br />viding comments; however, opined that neither staff or Councilmem- <br />bers were being cross-examined and requested that Mr. Kysylyczyn <br />discontinue his adversarial tone, noting that it did nothing to further <br />discussion or allow the Council to move on with this topic, as well as <br />other agenda items. <br /> <br />Mr. Kysylyczyn opined that someone needed to take leadership re- <br />sponsibility; and that "a study doesn't appropriate funds." <br /> <br />Chief Gasaway responded to several of Mr. Kysylyczyn's comments, <br />providing the December 2006 report on the mold conditions at Station <br /># 1; along with defending the department's use of an internal strategic <br />plan for day-to-day operations. <br /> <br />Eric Hjelle, City of Maplewood resident and firefighter, and Ma- <br />. plewood City Councilmember <br />Mr. Hjelle disputed Fire Chief Gasaway's interpretation of the types <br />of calls in 1977 compared to those in 2007; and opined that the study <br />as presented was limited and further opined that the underlying com- <br />ment and attitude of the study was insufficient to determine a future <br />model for the department and City. Mr. Hjelle noted his observations <br />were that the City was doing all the work, and Allina was collecting <br />the money; and that the stresses on the department and individual fire- <br />fighters were becoming detrimental. <br /> <br />Chief Gasaway noted that he was defining for the City Council medi- <br />cal calls for emergency or service as 9-1-1 calls. <br /> <br />Chief Gasaway concurred that the City needed to look at the Fire Sta- <br />tions holistically. <br /> <br />Eugene Bahnemann, 2656 N Lexington Avenue <br />No recorded comment. <br /> <br />Recess <br />Mayor Klausing recessed the meeting at 9:03 p.m. and reconvened at 9:08 p.m. <br />
