<br />City Council Study Session <br />Monday, April 16, 2007 <br />Page 18 <br /> <br />Discussion included nuisance code considerations; possible Planning <br />Commission considerations; and areas of other codes that may overlap <br />varIOUS areas. <br /> <br />Councilmember Pust volunteered to take the lead, and by Council <br />consensus, she and Councilmember Ihlan agreed to form a Council <br />subcommittee to determine the best approach from past research and <br />ongoing concerns, which advisory commission( s) to refer the parking <br />issue to for their expertise and future recommendation to the City <br />Council. <br /> <br />g. County Road C Streetscape - Discussion of County Road C <br />Streetscape Design Elements <br />City Engineer Debra Bloom reviewed a number of components of the <br />County Road C streetscape, both Phases I and II, and proposed design <br />considerations being considered to mitigate inlpacts of County Road <br />C to adjoining properties and the traveling public, and its service as a <br />gateway into Ramsey County and the City of Roseville. Ms. Bloom <br />noted that staff had followed previous City Council directive, along <br />with extensive public involvement with residents, business owners <br />and Ramsey County. <br /> <br />Ms. Bloom reviewed various options and provided pictures from simi- <br />1ar streetscapes for Council discussion, along with lighting considera- <br />tions, sizes and types of vegetation, and other amenities such as side- <br />walks, colored pavement, new signals and other aesthetic items. <br /> <br />As part of the discussion, Ms. Bloom presented several sample sign <br />designs and reconfiguration for City Hall, seeking Council preference, <br />given the federal-city cost share (80/20) for the sign as part of the <br />County Road C reconstruction project. <br /> <br />Discussion ensued, with Council consensus for using "City Hall," for <br />the signage, and "Sign 3" the apparent preferred design; stipulating <br />that utilizing a higher contrast between the background and lettering <br />was imperative; along with incorporating stone from the streetscape to <br />the pedestal; and Ms. Bloom noting that staff was continuing to work <br />with Xcel Energy regarding ornamental tree planting to attempt some <br />screening of the massive power lines. <br />
