Energy Sources for the Skating Center - Discussion of Geother- <br />mal Study Proposals for the Skating Center <br />Parks and Recreation Director Lonnie Brokke presented preliminary <br />bids received for the Energy Audit and Feasibility Study for the Rose- <br />ville Skating Center and City Hall Campus, received earlier today. <br />Mr. Brokke noted that eight firms who work with this technology had <br />been sent Requests for Proposals, with five responding, and prelimi- <br />nary prices ranging from $14,300 to $210,200. <br /> <br />Mr. Brokke noted that the next steps would be for staff to review spe- <br />cific details of the study proposal and perform interviews with firms; <br />prior to recommending to the City Council engaging in an agreement <br />with a firm to perform the feasibility study; followed by a general <br />presentation to the City Council on geothermal energy as it applied to <br />the City's facilities and campus; with a Council decision anticipated <br />by August or September of 2007 as to conventional or geothermal re- <br />placement of existing systems. <br /> <br />Staff was directed to provide a recoInmendation to the City Council at <br />their May 7, 2007 regular meeting, following additional staff review <br />and evaluation, for Council consideration and action. <br /> <br />h. Parking Policy - Review and Discussion of Roseville Parking <br />Regulations <br />Councilmember Ihlan requested a review of parking regulations, spe- <br />cifically related to overnight parking and/or long-term vehicle storage <br />to determine if a more coherent policy were necessary, such as ban- <br />ning or restricting parking. Councilmember Ihlan suggested that, at a <br />minimum, the Public Works, Environment and Transportation <br />(PWET) Commission and HRA look at the issue, related to snow <br />plowing and complaints heard during rental housing licensing discus- <br />SIons. <br />
