Staff was directed to include this item as an action item at the next business meeting, for Council consideration and vote at that time. f. Energy Sources for the Skating Center - Discussion of Geother- mal Study Proposals for the Skating Center Parks and Recreation Director Lonnie Brokke presented preliminary bids received for the Energy Audit and Feasibility Study for the Rose- ville Skating Center and City Hall Campus, received earlier today. Mr. Brokke noted that eight firms who work with this technology had been sent Requests for Proposals, with five responding, and prelimi- nary prices ranging from $14,300 to $210,200. Mr. Brokke noted that the next steps would be for staff to review spe- cific details of the study proposal and perform interviews with firms; prior to recommending to the City Council engaging in an agreement with a firm to perform the feasibility study; followed by a general presentation to the City Council on geothermal energy as it applied to the City's facilities and campus; with a Council decision anticipated by August or September of 2007 as to conventional or geothermal re- placement of existing systems. Staff was directed to provide a recoInmendation to the City Council at their May 7, 2007 regular meeting, following additional staff review and evaluation, for Council consideration and action. h. Parking Policy - Review and Discussion of Roseville Parking Regulations Councilmember Ihlan requested a review of parking regulations, spe- cifically related to overnight parking and/or long-term vehicle storage to determine if a more coherent policy were necessary, such as ban- ning or restricting parking. Councilmember Ihlan suggested that, at a minimum, the Public Works, Environment and Transportation (PWET) Commission and HRA look at the issue, related to snow plowing and complaints heard during rental housing licensing discus- SIons.
