<br />City Council Study Session <br />Monday, April 16, 2007 <br />Page 7 <br /> <br />group needed to provide comment to the City Council from a city- <br />wide perspective as well; along with providing comment on inconsis- <br />tencies from neighbors who were originally opposed to multi-family <br />housing but supportive of single-family homes and the survey com- <br />ments and findings. Mayor Klausing opined that, even with the expi- <br />ration of the moratorium, the City Council could continue their dis- <br />cussions in conjunction with implementing the community visioning <br />process; and spoke in opposition to continuing the moratorium. <br /> <br />Councilmember Pust thanked the study group for working as hard as <br />they had and in accomplishing an amazing amount of work in a short <br />period of time, while balancing the rights of current and future private <br />property owners with the preferences of the community as a whole. <br />Councilmember Pust spoke in support of receiving a complete set of <br />recommendations from the study group on May 14, 2007, recognizing <br />the expiration of the moratorium, Councilmember Pust further opined <br />that the study group had highlighted the issues and policy questions, <br />and was turning it back to the City Council as elected officials to <br />make decisions based on their political will to make changes if <br />deemed beneficial to the community. <br /> <br />Councilmember Roe concurred with Councilmember Pust's observa- <br />tions; opining that he didn't anticipate a major influx of applications <br />for lot splits prior to a Council policy being in place, with several ap- <br />plications maybe considered under current ordinance, but recognizing <br />that as part of the process of doing business. Councilmember Roe <br />spoke in opposition to an extension or expansion of the existing mora- <br />torium; and expressed interest in receiving the complete study of the <br />group. <br /> <br />Councilmember Ihlan had no objections to receiving the complete <br />recommendations on May 14,2007. <br /> <br />Mr. Stark noted that the City's current requirements limiting impervi- <br />ous surface coverage for single-family residential lots to 30% would <br />preclude any "monster houses" or "McMansions" in the City; in addi- <br />tion to the lack of large-enough lots in the City to accommodate such <br />huge homes; and not aware of anyone expressing such concerns about <br />single- family home building of that capacity in Roseville. <br />
