<br />City Council Study Session <br />Monday, April 16, 2007 <br />Page 9 <br /> <br />Further discussion included flashing frequency of electronic signage; <br />scrolling signs; intensity of displays; definition of institutional uses <br />and referencing it in the definition section; staff interpretation, appli- <br />cation and enforcement inconsistencies over the years; light bulb <br />strings and differentiating residential and/or commercial uses; tempo- <br />rary signs and their regulation versus banners and rationale for their <br />prohibition, related maintenance and enforcement issues; and whether <br />increased flexibility was warranted for temporary signage such as <br />banners. <br /> <br />City Manager Malinen provided comment at the request of Council- <br />member Kough regarding his support for banners on a temporary ba- <br />sis for special events. <br /> <br />Staff was directed to resubInit the revised Roseville Sign Regulation <br />ordinance to the City Council at their May meeting; following addi- <br />tional direction and comment from tonight's meeting, and further re- <br />view by staff and the City Attorney. Mayor Klausing asked that the <br />newly-revised document be provided to the City Council prior to their <br />meeting to allow additional and substantial review time prior to dis- <br />CUSSIon. <br /> <br />c. Housing & Redevelopment Authority (BRA) Staffing - Discussion <br />of BRA Staffing and Direction for the Future <br />Community Development Director John Stark summarized the staff <br />report dated April 16, 2007 regarding staffing of the Housing and Re- <br />development Authority (HRA) and utilization and/or impacts to the <br />Community Development staff. Mr. Stark noted that the HRA, at <br />their March 30, 2007 meeting, chose an alternative staffing proposal <br />to: name the Community Development Director as its Executive Di- <br />rector; seek creation of a part-time (20 hours/week) Housing Coordi- <br />nator position; and utilize a portion (8 hours/week) of the Community <br />Development Senior Office Assistant's time. Mr. Stark reviewed the <br />HRA's purpose of the proposed changes to maintain better integration <br />between City and HRA activities by having common staff; and to <br />more efficiently operate the HRA by having more staff hours dedi- <br />cated to its staffing within their existing budget. <br />
