NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to DENY/APPROVE the request by Ramsey County for an INTERIM USE PERMIT in accordance with Section S1012.09 of the Roseville City Code, subject to the following conditions; 1. The temporary use shall be limited to the recycling of materials that are currently stockpiled on the subject property. 2. The temporary operation shall employ "best management practices" (e.g., watering piles, installing silt fencing, etc.) to control dust and potential stockpile erosion in the event of a rain storm - said erosion control plan must be reviewed and approved by the City Engineer. 3. Hours of the recycling operation, including hauling and stockpiling, shall be limited to weekdays from 7:00 a.m. to 6:00 p.m. 4. Written notices shall be sent to property owners within the postcard (i.e., Roseville's public hearing notice) distribution area one week prior to crushing so that they may plan accordingly. Addresses will be provided to the applicant. 5. The INTERHv1 USE PEIUv1IT shall be valid for a period of one week, beginning with the commencement of recycling activity, which must be completed by May 31, 2007. If Ramsey County is unable to begin the recycling operation in time to finish before the May 31, 2007 deadline, the recycling operation may take place over a one-week period between November 1,2007 and December 1,2007. 6. The recycled material shall be removed from the site within one year of the completion of the recycling operation. The motion for the denial/adoption of the foregoing resolution was duly seconded by Council Member Klausing and upon vote being taken thereon, the following voted in favor: Pust, Kough, Roe and Mayor Klausing and the following voted against: Ihlan WHEREUPON said resolution was declared duly denied/passed and adopted. 2
