<br />City of <br /> <br />~~~ <br /> <br />Regular City Council Meeting <br />Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />Monday, April 23, 2007 <br /> <br />1. Call Roll <br />Mayor Klausing reconvened and called to order the Roseville City Council <br />regular meeting at approximately 6:20 p.m. and welcomed everyone. <br /> <br />Summary Report of Closed Executive Session <br />At the request of Mayor Klausing, City Attorney Scott Anderson provided a <br />summary of the Closed Executive Session held by the City Council immedi- <br />ately prior to the regular business meeting. <br /> <br />Mr. Anderson advised that, in accordance with the Open Meeting Law, and <br />under Minnesota Statute, Section 13D.05, Subd. 3.(b), closure was author- <br />ized under the attorney/client privilege. Mr. Anderson noted that, upon mo- <br />tion and unanimous vote of the Council (4/0), the special meeting was closed <br />and the Council convened in a Closed Executive Session at 5:45 p.m. for an <br />update from City Attorney Scott Anderson regarding litigation with Axel's <br />Charhouse and their alcohol violation appeal; and Twin Lakes litigation and <br />meetings taking place with plaintiffs. <br /> <br />1. Roll Call <br />(Voting and Seating Order for April: Ihlan; Kough; Roe; Pust and Klausing.) <br /> <br />Mayor Klausing advised Councilmembers and the audience that Council- <br />member Kough was out ill; and on behalf of the community, City Council <br />and staff, wished him well and a speedy return. <br /> <br />City Attorney Scott Anderson was also present. <br /> <br />2. Approve Agenda <br />Staff requested removal, at the request of the applicant, of Consent Agenda <br />Item 7.c entitled, "Preliminary Approval and Set Hearing - Preliminary Ap- <br />proval and Set a Public Hearing to Provide Conduit Financing for Centennial <br />East Apartments." <br />
