Public Hearing - Public Hearing and Consideration of the Annual <br />Placement of the Water-ski Slalom Course and Water-ski Jump <br />on Lake Owasso <br />Mayor Klausing noted that three e-mails had been received, and dur- <br />ing the Public Comment portion of the meeting read them into the re- <br />cord. <br /> <br />City of Roseville Police Captain Rick Mathwig summarized the staff <br />report dated April 23, 2007, and Lake Owasso Safe Boating Associa- <br />tion's request for placement of a water ski course and jump on Lake <br />Owasso in the same locations as in past years. Captain Mathwig ad- <br />vised that published notice of tonight's Public Hearing, as well as <br />mailed notice to residents of Lake Owasso, as included in the staff re- <br />port. <br /> <br />Mayor Klausing sought counsel from City Attorney Anderson on <br />what authority the City Council had to authorize the water ski course <br />and jump and what factors the City could consider related to such au- <br />thorization. <br /> <br />City Attorney Anderson advised that Minnesota Statute Chapter 462 <br />outlined the regulating authority of the City Council; but noted that <br />when no set standard was apparent, the Council would consider <br />whether the request was consistent or inconsistent with the general <br />public health, safety and welfare of its citizens. <br /> <br />Steve Youngquist, 391 S Owasso Boulevard, and representing the <br />Lake Owasso Safe Boating Association was present to provide a his- <br />tory of the annual request and the application process through the Cit- <br />ies of Roseville and Shoreview; and the oversight of the Ramsey <br />County Sheriffs Department Water Patrol. <br />
