Public Hearing - Public Hearing and Consideration of the Annual Placement of the Water-ski Slalom Course and Water-ski Jump on Lake Owasso Mayor Klausing noted that three e-mails had been received, and dur- ing the Public Comment portion of the meeting read them into the re- cord. City of Roseville Police Captain Rick Mathwig summarized the staff report dated April 23, 2007, and Lake Owasso Safe Boating Associa- tion's request for placement of a water ski course and jump on Lake Owasso in the same locations as in past years. Captain Mathwig ad- vised that published notice of tonight's Public Hearing, as well as mailed notice to residents of Lake Owasso, as included in the staff re- port. Mayor Klausing sought counsel from City Attorney Anderson on what authority the City Council had to authorize the water ski course and jump and what factors the City could consider related to such au- thorization. City Attorney Anderson advised that Minnesota Statute Chapter 462 outlined the regulating authority of the City Council; but noted that when no set standard was apparent, the Council would consider whether the request was consistent or inconsistent with the general public health, safety and welfare of its citizens. Steve Youngquist, 391 S Owasso Boulevard, and representing the Lake Owasso Safe Boating Association was present to provide a his- tory of the annual request and the application process through the Cit- ies of Roseville and Shoreview; and the oversight of the Ramsey County Sheriffs Department Water Patrol.
