<br />Regular City Couucil Meeting Minutes <br />Monday, April 23, 2007 <br />Page 13 <br /> <br />Steve Gallop, 435 Walnut Lane <br />Mr. Gallop noted that, up until approximately 10 years ago, the annual <br />application was a Consent Agenda item, but at that time it became a <br />Public Hearing item. Mr. Gallop noted that the Ramsey County Sher- <br />iff was the governing body, and simply sought comment and input <br />from the Cities of Roseville and Shoreview prior to their issuance of <br />the annual pelmit to the Lake Owasso Safe Boating Association. Mr. <br />Gallop advised that the City of Shoreview consistently approved the <br />application by Consent Agenda, and had advised the Association that, <br />unless they heard otherwise, to assume their application was ap- <br />proved. <br /> <br />Councilmember Pust sought information as to the actual use of the ski <br />Jump. <br /> <br />Mr. Gallop responded that usage was determined by the weather, con- <br />gestive boat traffic on the lake itself, and interest from other parties <br />residing as lakeshore residents, or accessing Lake Owasso from off- <br />site. <br /> <br />Councilmember Pust asked the accuracy of people stating that the ski <br />jump "was never used" and further inquired how individuals seek <br />permission to use the jump. <br /> <br />Mr. Gallop opined that this would be inaccurate depending on the <br />above-referenced considerations, conditions, and inquiries to the Sher- <br />iff's Office or the Safe Boating Association via word-of-mouth for use <br />from those not residing at the lake, but having sufficient safety <br />equipment to utilize the jump. <br /> <br />Councilmember Pust questioned why the current location had been <br />chosen for the ski jump. <br /> <br />Mr. Gallop advised that there was less wind at that site, that it covered <br />a large rock pile in the lake, and that fonner residents living adjacent <br />to that location had been jumpers and had no objection to sighting the <br />jump there. <br /> <br />Councilmember Pust questioned whether the Association would be <br />amenable to moving the ski jump to a different location. <br />
