Regular City Couucil Meeting Minutes
Monday, April 23, 2007
Page 18

Mr. Bester opined that the Association attempted to be respectful, but
noted the difficulties of policing those coming onto the lake. Mr.
Bester thanked the public for their comments; further opining that
there were always some risks involved in lake activities, but noted that
the Association attempted to be cognizant of other boaters on the lake.
Mr. Bester concluded by endorsing and speaking in support of contin-
ued placement of the water ski course and jump on Lake Owasso.

Mayor Klausing asked Captain Mathwig if the Police Department had
logged any calls regarding incidents on Lake Owasso related to the
Jump or course.

Captain Mathwig advised that, since 2005, the department was only
aware of one call, for an ice fisherman assist, on the lake, which was
referred to the Ramsey County Sheriff.

Councilmember Ihlan thanked people for bringing the issues before
the City Council, noting this was the Council's first policy discussion
regarding such issues. Councilmember Ihlan opined that the City
Council indeed needed to consider the public's health, safety and wel-
fare, and strike a balance for different users of the lake; in addition to
all impacts to lake uses, neighborhood quality of life, and environ-
mental concerns. Councilmember Ihlan expressed her personal inter-
est in obtaining additional information regarding the use of herbicides
and their impact on the lake.

Councilmember lhlan further opined that the City Council needed to
obtain additional information; evidence of how the jump and course
were being used related to competing with other uses; and whether the
limited use of the jump justified imposing on other uses. Council-
member Ihlan spoke in support of sending the concerns expressed to-
night to the Ramsey County Sheriffs Department; and advised that
she was leaning toward not supporting the placement request this
year, to emphasize concerns related to public health, safety and wel-
fare.
