Mayor Klausing noted the balance required between govern- ment regulation and oversight versus invoking onerous government interference. Councilmember Roe concurred with Councilmember Pust and Mayor Klausing's comments; opining that it was apparent that the City Council had limited authority, while recognizing those concerns ad- dressed by citizens. Councilmember Roe further opined that, if the Ramsey County Sheriffs Department was the approving agency, and were only asking for concurrence with their approval by the Cities of Shoreview and Roseville, that it seemed appropriate for the City to re- quest additional information from the County in addressing those is- sues. Councilmember Roe noted by the City requesting this informa- tion now, Ramsey County could institute measures going forward to be able to have annual data to measure impacts to the lake, other us- ers, residents, quality of life and other issues that had been raised to- night; and could become part of the annual request prior to 2008 ap- proval. Mayor Klausing suggested approving the placement this year; and seeking the infOlmation from Ramsey County, and alerting them to safety concerns, to allow a more formal request and application proc- ess next year. Discussion ensued regarding intent of the requested approval and mo- tion language. Councilmember Pust questioned what authority the City of Roseville had in limiting boat traffic on a lake within or a portion of which was within the City's jurisdiction. City Attorney Anderson offered to research the City's authority and report back to the City Council. Councilmember Ihlan questioned if there was an active lake or neighborhood association for Lake Owasso. Mr. Gallop responded that there was an active Lake Owasso Home- owner's Association, and they would be holding their annual meeting
