Mayor Klausing noted the balance required between govern- <br />ment regulation and oversight versus invoking onerous government <br />interference. <br /> <br />Councilmember Roe concurred with Councilmember Pust and Mayor <br />Klausing's comments; opining that it was apparent that the City <br />Council had limited authority, while recognizing those concerns ad- <br />dressed by citizens. Councilmember Roe further opined that, if the <br />Ramsey County Sheriffs Department was the approving agency, and <br />were only asking for concurrence with their approval by the Cities of <br />Shoreview and Roseville, that it seemed appropriate for the City to re- <br />quest additional information from the County in addressing those is- <br />sues. Councilmember Roe noted by the City requesting this informa- <br />tion now, Ramsey County could institute measures going forward to <br />be able to have annual data to measure impacts to the lake, other us- <br />ers, residents, quality of life and other issues that had been raised to- <br />night; and could become part of the annual request prior to 2008 ap- <br />proval. <br /> <br />Mayor Klausing suggested approving the placement this year; and <br />seeking the infOlmation from Ramsey County, and alerting them to <br />safety concerns, to allow a more formal request and application proc- <br />ess next year. <br /> <br />Discussion ensued regarding intent of the requested approval and mo- <br />tion language. <br /> <br />Councilmember Pust questioned what authority the City of Roseville <br />had in limiting boat traffic on a lake within or a portion of which was <br />within the City's jurisdiction. <br /> <br />City Attorney Anderson offered to research the City's authority and <br />report back to the City Council. <br /> <br />Councilmember Ihlan questioned if there was an active lake or <br />neighborhood association for Lake Owasso. <br /> <br />Mr. Gallop responded that there was an active Lake Owasso Home- <br />owner's Association, and they would be holding their annual meeting <br />
