<br />Regular City Council Meeting Minutes <br />Monday, April 23, 2007 <br />Page 21 <br /> <br />at the Roseville Ice Rink on Thursday, April 26, 2007; estimating that <br />approximately 95% of lakeshore homeowners were members of the <br />association, consisting of residents of both the City of Roseville and <br />the City of Shoreview. Mr. Gallop further noted that this is the group <br />responsible for weed control on the lake. <br /> <br />Mr. Gallop advised of the existence of various agreements and regula- <br />tions, and additional discussion included agreements in place regard- <br />ing lake regulations; enforcement of those regulations; time allotted <br />for additional patrols by Ramsey County Water Patrol; seasonal post- <br />ing at public landings; and cooperative patrol by lakeshore residents <br />and the Sheriffs Department. <br /> <br />Councilmember Pust observed that several concerns addressed tonight <br />were being addressed, but that the public was simply not aware of <br />those actions. <br /> <br />Mayor Klausing opined that those concerns raised tonight were good <br />to bring to the Council's attention; and asked staff to allow time in the <br />future to revisit the issues and follow-up on those concerns. <br /> <br />Roe moved, Klausing seconded, recommended approval to the Ram- <br />sey County Sheriffs Department, the request of the Lake Owasso <br />Safe Boating Association's for placement of a water ski course and <br />jump on Lake Owasso for the 2007 season; and asked staff to com- <br />municate with the Ramsey County Sheriffs Department concerns ex- <br />pressed at tonight's meeting by citizens, and request, on behalf of the <br />City Council, additional information and any incident reports related <br />to permitting this activity in the past, currently on file, or received <br />during this 2007 permit season. <br /> <br />Councilmember Ihlan advised that she would be voting "nay" based <br />on a lack of evidence on the significant use of the course and/or jump; <br />concerns about their location; and negative impacts on other uses and <br />possible neighborhood impacts. Councilmember Ihlan requested that <br />the concerns raised tonight be formally conveyed, verbatim, to the <br />Ramsey County Sheriffs Department, to ensure that they are recorded <br />into the permitting process. <br />
