<br />Regular City Council Meeting Minutes <br />Monday, April 23, 2007 <br />Page 23 <br /> <br />tation (MnDOT) and their intent to close the Snelling Avenue access <br />into the James Addition. <br /> <br />Mr. Schwartz advised that while no specific design was offered by <br />MnDOT, they were receptive to accommodating emergency vehicle <br />access across the median, upon its closure. <br /> <br />Mr. Schwarz reported on costs of additional intersection studies on <br />Fairview Avenue, in response to previous City Council directive, and <br />subsequent meetings of staff with the Ramsey County traffic engineer <br />and to discuss various aspects of such a study and his concurrence <br />with the benefits for such a study. Mr. Schwarz provided a summary <br />of the scope of the study as discussed with our traffic consultant, and <br />the estimated cost of$7,000. Mr. Schwarz noted that Ramsey County <br />would participate by providing linking field work and crash analysis, <br />and provide the information to the consultant utilizing their in-house <br />staff, thus reducing the cost of the study to under $5,000 for the City <br />of Roseville's portion. <br /> <br />Discussion ensued regarding various configurations; similar Ramsey <br />County experience of such a configuration at the off-set intersection <br />of County Road E at Victoria; and if the study deemed the intersection <br />signalization feasible, to consider seeking cost-sharing with MnDOT <br />for signalization costs. <br /> <br />Staff was asked by Council consensus, at a cost not to exceed $5,000 <br />(estimated by staff respective of in-kind cost-sharing by Ramsey <br />County for field work and crash analyses, along with use of their in- <br />house staff) to research the cost of an additional intersection study on <br />Fairview Avenue to determine whether there would be a benefit or <br />negative impact to the neighborhood provided by some level of sig- <br />nalization on Fairview A venue. The study would consist of three al- <br />ternatives, and the resultant data: 1) a 3-way intersection with a signal <br />at the west Oakcrest and Fairview intersection; or 2) a 4-way offset in- <br />tersection with both the east and west legs of Oakcrest included; or 3) <br />the existing configuration with stop conditions on Oakcrest Avenue. <br /> <br />Councilmember Ihlan offered her support for the study and questioned <br />whether MnDOT's intent was still to close the median in July. <br />
