Regular City Council Meeting Minutes Monday, April 23, 2007 Page 25 Mayor Klausing spoke in support of the concept, but questioned how to proceed in adhering to and making those policies consistent and representing overall goals. Councilmember Pust opined her support for reviewing each specific policy as pmi of the initial discussion; and suggested that Council- members ask their specific questions of staff on each policy, and from tonight's discussion, bring back suggested changes to the City Council for adoption en-mass. Mayor Klausing concurred with Councilmember Pust's suggestion. Councilmember Ihlan spoke in support of getting the policies formal- ized as resolutions, including other informal policies incorporated in the annual budget book (i.e., Tax Increment Financing Policy). City Manager Malinen opined that some of those policies were not necessarily budget-related, such as the TIF policy, noting that the policies selected by staff for tonight's discussion have definite budget implications; and suggested that those other policies be addressed in future discussions, not within the time constraints of the budget proc- ess. Councilmember Ihlan advocated that all policies be formalized in resolution form, and at a minimum, to adopt what was already on the books. Councilmember Ihlan opined that, since staff was already meeting to initiate considerations for the 2008 budget, and in light of tonight's policy discussion, she requested that the City Council schedule time to get a handle on what would be needed to maintain City services. Councilmember Ihlan noted that it had proven helpful in the past to identify new needs or projects in order to maintain services and im- pacts to the budget; including identifying increased or decreased reve- nue sources; and parameters or policies for establishing the annual levy.
