<br />Regular City Council Meeting Minutes <br />Monday, April 23, 2007 <br />Page 33 <br /> <br />Councilmembers Roe and Pust concurred on staff's recommendations, <br />and supported clarifYing policy language for staff and future City <br />Councils. <br /> <br />Councilmember Roe suggested definitive language that reserves not <br />be used to cover ongoing operating expenses, with the exception of <br />extraordinary circumstances, and that if used, they be replenished <br />within a certain year timeframe to ensure that future budget decisions <br />are based on actual revenue parameters. <br /> <br />Mr. Miller observed that the policies in their totality will provide a <br />self-fulfilling prophecy, that one policy will drive or fix actions from <br />veering from another policy. <br /> <br />Councilmember Roe supported Councilmember Pust's suggestions for <br />standardized written reports providing fiscal analysis, possibly with <br />that portion of the request or report being prepared by the Finance <br />Department staff as part of each specific request, or approved by the <br />Finance Department and so stipulated for Council information during <br />their review. <br /> <br />Councilmember Roe suggested on page 4, line 110, that language be <br />revised to read, "The City will [administer and] maintain a budgetary <br />control system to ensure adherence to the budget," and on page 4, line <br />112, to specify who gets the reports prepared by the Finance Depart- <br />ment. <br /> <br />Councilmember Roe addressed whether the $5,000 purchase limita- <br />tion should be included as part of the policy language. <br /> <br />Mayor Klausing suggested that the City Council consider increasing <br />the limit to $10 - $15,000; allowing for ongoing City Council over- <br />sight, while allowing staff discretion. <br /> <br />Councilmember Roe opined that it made sense to have that discussion. <br /> <br />Councilmember Ihlan supported the policy as discussed and revised. <br />
