City Council Study Session
Minutes of Monday, May 14,2007
Page 13

Councilmember Roe opined that, in relation to being made aware of
applications, it may be appropriate for the City Council to be made
aware of developer contacts on a strictly informal basis; particularly if
a developer was going to contact individual Councilmembers person-
ally, as the same developer had also contacted him. Councilmember
Roe noted that, when the developer contacted him, he contacted staff
and was sent a copy of the letter sent by staff to the developer, listing
items needed to complete the application. Councilmember Roe fur-
ther opined that the information didn't need to be done at a City
Council level, but informally to individual Councilmembers.

Councilmember Ihlan concurred with Councilmember Roe on the in-
formality of the information; however, requested that if one Council-
member requested the information, all Councilmembers were copied
on that request to improve communication.

Mr. Paschke sought clarification on the type of information requested
by Councilmembers, noting that in the last two weeks, he'd received
at least 14 phone calls and types of "feelers" from interested parties
just on the Twin Lakes Redevelopment Area. Mr. Paschke noted that
some were and some were not solid ideas for redevelopment.

Councilmember Ihlan expressed interest in hearing about, at a mini-
mum, all Twin Lakes Redevelopment Area interest or communica-
tions.

Councilmember Roe expressed interest only in ongoing and more se-
rious discussions and interested developers.

Mayor Klausing cautioned that the Council needed to avoid a situation
where they were harming the City's interests by being too public, and
making developers concerned with competitors; opining the need to
be developer friendly.

d.
