<br />City Council Study Session <br />Minutes of Monday, May 14, 2007 <br />Page 14 <br /> <br />ington Avenue; and North Como Presbyterian Church, 965 Larpenteur <br />Avenue. <br /> <br />Discussion included commercial lots privately negotiated annually be- <br />tween those property owners and the State Fair, and not included on <br />the Interim Use Permit, which only applied to residential properties. <br /> <br />Councilmember Pust was supportive of the use of as many lots as pos- <br />sible to decrease individual cars traveling to and from the Fair <br />Grounds. <br /> <br />Mr. Paschke noted, from the conditions noted by the Planning Com- <br />mission in their minutes dated May 2,2007, that staff would be meet- <br />ing with State Fair and Calvary Church representatives to determine <br />an appropriate route, ingress and egress for, and throughout the site to <br />minimize impacts to adjoining residential neighborhoods. <br /> <br />e. Presentation - Emergency Medical Services System Presentation <br />City Manager Bill Malinen presented an update on Roseville's Emer- <br />gency Medical Services, including background information from 1944 <br />to-date; prompted by concerns expressed by a resident to the City <br />Council on several occasions regarding response times. <br /> <br />Also present was Fire Department Chief Rich Gasaway; Police Chief <br />Carol Sletner; and representatives of Allina, Brian LaCroix, President <br />of Allina; and Dr. Charles Lick, Medical Services Director for Allina. <br /> <br />The report detailed the improved medical training and requirements <br />for firefighters, first responders, and emergency medical technicians <br />over the years; the partnership between the City and Allina; legislative <br />designation of the Primary Service Area (PSA); staff expansions and <br />training; and response time comparisons through the years, and within <br />the metro area. <br /> <br />Mr. Malinen reviewed the "Sudden Cardiac Arrest Chain of Sur- <br />vival," based on Early Access; Early CPR; Early Defibrillation; and <br />Early Advanced Care; and implications to the community and those <br />needing emergency treatment; Early Access to 9-1-1 with Roseville <br />using an "enhanced" 9-1-1 system with calls from residents and busi- <br />
