City Council Study Session
Minutes of Monday, May 14, 2007
Page 15

nesses answered at two Public Safety Answering points (PSAP):
Ramsey County Sheriff (for land lines) and the Minnesota State Patrol
(for cell phones).

Mr. Malinen reviewed CPR training classes for citizens, with 16
classes held to-date and 250 citizens certified. Mr. Malinen noted that
the next CPR class was scheduled for June 5, 2007 at 7:00 p.m. at
City Hall in the Willow Room, was free, and encouraged citizens to
call 651-792-7309 to register.

Mr. Malinen noted his original perceptions, and his education of the
system, and his desire to share that education of the community's
emergency medical services with the City Council and citizens.

The report further addressed the progression of expertise in medical
calls and responses; anatomy of a call and average response times;
implications in today's world for the City to get back into the ambu-
lance business and the impact on the City's public safety personnel
and overall City operations; and financial implications.

Councilmember Roe thanked the presenters for pulling the presenta-
tion together, as he had specifically requested it; and expressed appre-
ciation that it had hopefully precipitated more education for the public
on the quality of care they were being provided. Councilmember Roe
noted that the report created a whole list of policy discussions for the
City Council to consider with the type of medical response currently
being provided.

Councilmember Kough gave all emergency medical service personnel
- from Allina, and the City's Fire and Police Department rave reviews
based on his recent need for emergency services at his home for his
wife's cardiac episode; their response time; and his satisfaction with
the entire response.

Mr. Brian LaCroix, President of Allina, expressed Allina's commit-
ment to the community; and noted the growing integration of partner-
ship, noting that the City of Roseville was their second largest com-
munity that they served. Mr. LaCroix observed that, while that status
drew criticism, it also allowed for additional resources. Mr. LaCroix
