<br />City Council Study Session <br />Minutes of Monday, May 14, 2007 <br />Page 8 <br /> <br />Councilmember Ihlan noted that members of the public may be pre- <br />sent, wishing to speak on this subject, and asked that the City Council <br />consider providing that opportunity. <br /> <br />Councilmember Ihlan sought clarification from the CAG on several <br />items, including no recommendations suggesting prohibition of subdi- <br />vision of existing large lots or re-combinations of lots (i.e., similar to <br />Parker Avenue); questioned the validity of minimum lot size compari- <br />sons on the chart on page 9 of the report and her interpretation of the <br />lot size ranges for different zones; and the contextual sliding scale ap- <br />proach outlined on page 10 of the report and why such a scale would <br />prove difficult to administer and decrease understandability of the <br />code. <br /> <br />Members of the CAG addressed questioned and comments of Coun- <br />cilmember Ihlan, referencing the rationale and discussion points con- <br />sidered and made a part of the final report including, mechanisms al- <br />ready in place in Roseville City Code; existing and potential creation <br />of neighborhood associations to protect the integrity of a specific <br />neighborhood at the discretion of the entire neighborhood; use of land <br />trusts to prevent development; the group's lack of time to further re- <br />search the actual number and type of lots in specific communities out- <br />side the scope of the report perimeters; and the advantages of the 30% <br />coverage restrictions for residential lots in Roseville, and the protec- <br />tions offered by those restrictions when compared with other commu- <br />nities. <br /> <br />The CAG reviewed requirements for contextual sliding scale consid- <br />erations, such as ongoing surveying of all properties within a certain <br />area to calculate a mean and median lot size; and the ramifications of <br />the process depending on where the initial lot split was done. <br /> <br />Mayor Klausing noted the time, and additional policy discussions to <br />be held by the City Council in the near future, based on the recom- <br />mendation of the CAG; and expressed his personal appreciation to the <br />CAG for their extensive work. <br />
