Ihlan moved, Pust seconded, enactment of Ordinance No. 1348 enti- tled, "An Ordinance Amending Chapter 408, Lawn Fertilizer." John Kysylyczyn, 3083 N Victoria Avenue Mr. Kysylyczyn opined that Mayor Klausing's statement was incor- rect, and that the City Council had been involved, referencing the Landscaping Study and Report he had recently brought to the City Col~nci l's a.ttenti on 5 a.s well as staff ~ recent presentation on the County Road C - Phase I streetscape. Mr. Kysylyczyn opined that the City Council had clear authority to deal with landscaping issues if they so chose to do so. Roll Call Ayes: Roe; Kough; Ihlan; Pust and Klausing. Nays: None. Ihlan moved, Pust seconded, adoption of Resolution No. 10508 enti- tled, "A Resolution Approving a Summary of an Ordinance Rewriting and Adding Portions of Title 4, Chapter 408 Lawn Fertilizer." Mayor Klausing requested, and City Attorney Jay Squires provided a brief explanation for the public's information on the rationale in the City Council adopting a resolution authorizing publication of an ordi- nance summary, rather than the ordinance in its entirety, to reduce publication costs.
