Neprash advised that, once the City had adopted the proposed or- <br />dinance, it had options to adopt a set of policies for its internal use for <br />notification requirements on City-owned properties. Mr. Neprash fur- <br />ther advised that this would be next on the PV'~ET Commission's <br />agenda to make specific recommendations to the City Council, with <br />staff's assistance. <br />Councilmember Roe clarified with staff that the proposed ordinance <br />amends signage requirements for posting after application, rather than <br />during or before application. <br />Mr. Schwartz responded affirmatively. Mr. Schwartz noted that this <br />particular treatment had occurred on a Saturday, and was performed <br />by a commercial vendor contracted by the City to apply weed and <br />feed applications on an annual basis. Mr. Schwartz noted that com- <br />mercial applicators make a determination as to conditions for applica- <br />tion and signage had been in place following application. <br />Councilmember Ihlan suggested that proposed internal policies in- <br />clude notice efforts prior to application, and if City staff was not on <br />site, that a contact number be provided. <br />Mr. Neprash noted another option would be to stipulate wind speed <br />guidelines in proposed policies. <br />Councilmember Roe noted previous Council discussion that commer- <br />cial applicators were notifying neighbors prior to application. <br />Mr. Neprash advised that this is a voluntary action of applicators, and <br />varied with commercial applicators. <br />Councilmember Kough expressed his personal dislike of the prairie <br />grass surrounding areas of City Hall, and his preference for regular <br />turf. <br />
