<br />Regular City Council Meeting <br />Monday, June 11,2007 <br />Page 30 <br /> <br />Councilmember Roe, highlighted other items on the CAG's recom- <br />mendations: specifically recommendations #6 and #9 respectively re- <br />lated to allocation ofHRA resources to create a comprehensive educa- <br />tion program associated with rental property and City Codes; and the <br />request for department-wide analysis and data collection of adminis- <br />trative policies for information-gathering by the HRA to obtain per- <br />formance data at the end of a two-year period if and when the rental <br />program is implemented. Councilmember Roe requested staff to re- <br />turn to the City Council with additional information on these items as <br />well, (i.e., time frame on education program). Councilmember Roe <br />noted his desire to keep the process moving forward, and thanked staff <br />for bringing this information before the City Council again. <br /> <br />f. Housing Program Coordinator - Consider Authorizing a Part- <br />time Housing Program Coordinator Position in the Community <br />Development Department <br />Community Development Director John Stark provided background <br />information on alternative staffing for the City's HRA: a) utilizing a <br />portion (up to ten hours per week) of the Community Development <br />Senior Office Assistant's time; b) seeking creation of a part-time <br />Housing Program Coordinator position; and c) naming the Commu- <br />nity Development Director as their Executive Director. Mr. Stark <br />noted that the first option was already in place; and the third option <br />was pending City Council action as per this request to create a part- <br />time Housing Program Coordinator position within the Community <br />Development Department. Staff's request included a job description, <br />as reviewed by the City's Human Resources Director Eldona Bacon <br />who assigned a position grade of "11" to the position; and funding <br />through the HRA budget at that salary class at $32,000 annually for a <br />salaried, half-time (20-29 hours per week) employee to administer <br />their housing programs. <br /> <br />Councilmember Ihlan noted that while this may be a cost-effective <br />approach, she expressed structural concerns regarding identifying the <br />employee as an HRA-funded employee, with the City Council not <br />having authority to tell the HRA how to spend its money or guarantee- <br />ingjob security for the person in the position. <br />
