The recommendations seem to show a lack of regard
for the established neighborhoods in Roseville. I would recommend that a lot can not be split in an
established neighborhood without giving the people in the neighborhood an opportunity to learn of the
proposed split and giving them the opportunity to approve or disapprove of the split. As a homeowner, I
bought my home with the understanding the the character of my neighborhood would remain relatively
unchanged. IfI had known that someone could buy a lot, tear down a house, split the lot and build two
or more houses on the lot, I would have looked in another city to buy a house. I think that the city owes
established homeoners and taxpayers the opportunity to maintain the character oftheir neighborhood.

If the city council really want to accept the proposal as written, I would suggest that they put an
explanation of the meaning of this proposal in the Roseville Review that explains exactly this part of the
proposal so that members of the community know the implications of this proposal. I am quite sure that
the majority of the residents would oppose this proposal.

I also would like to point out that Roseville does not have the largest minimum lot sizes in the
metropolitan area. Several cities have zoning areas where the lot size is larger than in Roseville. The
commission was less than honest by not admitting that there are zones in several cities that have larger
lot size proposals.

Please consider my concerns, as I know that they are the concerns of many of my fellow Roseville
citizens.

Joan Felice
22 Mid Oaks Road
Roseville, MN 55113

6/8/2007
