Malinen, City Manager

From: Jamie Radel, Economic Development Associate
John Stark, Community Development Director

cc: Tam McGehee

Date: June 8, 2007

Re: Analysis of Alternative Lot Split Policy Recommendations

At the May 14,2007 Stndy Session, the Single-Family Residential Lot Split Advisory Group
presented t..'1e ontcomes and recommendations of the Single-Family Residential Lot Split
Stndy to the City Council. The City Council had appointed this group to stndy issues related to
single-family residential lot splits and subdivisions during the enactment of an interim
ordinance prohibiting these actions from taking place. The purpose of the group's presentation
was to report back to the City Council on its findings. (The Advisory Group's
recommendations are attached to this memorandum.)

At the conclusion of the stndy session, Ms. Tam McGehee, a Roseville resident, presented the
City Council with an alternative set of recommendations regarding lot split policies and
expressed that she had circulated a petition within the community and obtained a numher of
signatures supporting these recommendations. Ms. McGehee did not provide the Council with
a copy of the signatures at that time, but ultimately did provide them at a subsequent meeting.

The petition identifies four recommendations (McGehee, 2007):

1. As of July 1,2007, all R-1 platted lots within Roseville are declared legal,
regardless of size, placement, lot lines, or any other aspects that would
render them "non-conforming" under current policies.

2. Any R -1 lot platted as single-family and that has not yet been developed
may be developed with a single-family residence that conforms to
Roseville building code.

3. No R -1 single-family platted lot may be divided or subdivided without
notice (1,000 fret in all directions)[,] public hearings before the Planning
Commission and City Council and subsequent approval of the proposal by
the City CounciL
