AttachmentB <br />Administrative Appeal by SWARN <br />(Solidarity of West Area of Roseville Neighbors) <br />Regarding the <br />As to the Compliance of the Wal-Mart proposal with Roseville <br />Policies, Plans, and Zoning Ordinance <br />(Prepared June 30, 2012 for Roseville City Council members and the general public by <br />the Strategies Committee of Solidarity of West Area Roseville Neighbors (SWARN)) <br />I: <br />NTRODUCTION <br />This appeal was drafted by the SWARN Strategies Committee which <br />a steering committee for this Roseville neighborhood association <br />we represent over 67 households in the western area of Roseville <br />Committee members signing this Appeal are a quorum of the commit <br />all property owners residing in Roseville. <br />Below you will find our concerns and issues regarding the propos <br />development and its compliance with City policies and the requir <br />Zoning Ordinance. This appeal was developed by Roseville residents without <br />legal consultation and in words which we hope convey our frustra <br />system which requires residents to appeal a decision by city emp <br />for our elected officials to make a decision which we had naivel <br />only theirs to make. <br />We also submit this appeal in the hope that our elected official <br />as an honest and candid articulation of issues which many reside <br />have not up to now sufficiently considered, explained, or justif <br />We do not speak for all the people of Roseville, we speak for ou <br />members. And we speak from our experience as Roseville resident <br />been engaged in this community, understand that all of us <br />have rights and responsibilities, and that to appeal a staff determination is not to <br />suggest improper motivation or malfeasance on their part. <br />We also recognize, however, that this appeal is in itself recogn <br />process could and should be improved so that future residents do <br />have recourse to legal representation, and can feel confident th <br />and perceptions will be acknowledged, respected, and responded t <br />elected officials and public employees.
