AttachmentD <br />Policy 6.5: Create ongoing resources to educate the development community about “green” <br />renovation and “healthy building” construction techniques. <br />This item is not applicable to the Walmart project. However, the Living Smarter Fair held each <br />February provides a number of education materials on being greener, including some <br />construction methods and/or techniques. <br />Policy 6.6: Encourage the use of low-impact and low-maintenance landscaping within <br />commercial development to decrease natural resources consumed by landscape maintenance. <br />The Community Development Department finds that the zoning ordinance includes a landscape <br />section listing requirements for incorporating low-maintenance materials or zero-scape into their <br />development project. <br />Policy 6.7: Encourage the reduction of impervious surfaces, including consideration of <br />decreasing parking requirements in return for additional landscaping and pervious surfaces <br />The Community Development Department finds that the zoning ordinance within the parking <br />and loading chapter has reduced on-site parking requirements, which has resulted in smaller <br />parking fields than previously required. <br />EPGP <br />NVIRONMENTAL ROTECTION OALS AND OLICIES <br />Goal 1: Protect, preserve, and enhance Roseville’s water, land, air, and wildlife resources for <br />current and future generations. <br />The Community Development Department finds that the zoning ordinance and other ordinances <br />and policies of the City address the preservation and enhancement of the above items and more. <br />Specific to Twin Lakes there is the CMU district, the regulating plan, the AUAR, and the master <br />plan for Langton Lake Park, that address these items in their own way. <br />Policy 1.1: Enforce all local, regional, and federal codes, ordinances, and laws that protect the <br />environment. <br />The Community Development Department finds that all applicable laws regarding the protection <br />of the environment will be enforced regarding the Walmart project. <br />Policy 1.2: Ensure that the natural environment is an integral part of the Roseville urban <br />landscape. <br />The Community Development Department finds that this policy is applicable to Walmart insofar <br />as it lies within the Twin Lakes Redevelopment area for which standards and regulations apply. <br />The Community Development Department further finds that the natural environment of Twin <br />Lakes is Langton Lake Park which has a specific plan found in the Park’s Master Plan and which <br />park is to be surrounded by a buffer as required by Chapter 1005.07(E) of the City Code. <br />Policy 1.3: Protect and enhance terrestrial and aquatic wildlife habitat, including grasslands, <br />wooded areas, wetlands, ponds, shorelands, and lakes. <br />The Community Development finds that there are no grasslands, wooded areas, wetlands, ponds, <br />shoreline or lakes being directly impacted by the proposed development site. <br />15 <br />Page25of27 <br /> <br />
