AttachmentD <br />Policy 1.4: Preserve and enhance natural resources within public open space by implementing <br />best- management practices systems, including invasive-plant removal, rain gardens, bio <br />filtration, and native-plant selection. <br />The Community Development Department finds that all development sited in Roseville are <br />required to implement best management practices. However, this policy is applicable to public <br />open space areas and not a private development. <br />Goal 2: Maintain the functions and values of the City’s drainage features (e.g. lakes, ponds, <br />and wetlands). <br />The Community Development finds that this goal, to the extent feasible, is being enforced <br />through specific policies and Code requirements. That said, the proposed Walmart development <br />is not altering any existing drainage features, and will provide storm water management that <br />regulates the rate of run-off and holds back run-off as a means to clean the water prior to entering <br />the City’s ponds, wetlands, and lakes. <br />Policy 2.1: Protect and improve surface water quality in the City’s lakes, ponds, and wetlands to <br />meet established standards. <br />The Community Development Department finds that the Walmart project will be required to <br />meet the latest standards that address surface water quality and control. However, this policy is <br />more tied to the development of regulations than it is to the implementation of those adopted <br />regulations. <br />Policy 2.2: Identify and plan means to effectively protect and improve surface and groundwater <br />quality through good “housekeeping” methods, such as street sweeping sensitive areas and <br />monitoring water quality. <br />The Community Development Department finds that this policy applies to the City Staff and <br />their wherewithal to identify and address such items. <br />Policy 2.3: Protect, preserve, and utilize surface- and ground-water storage and retention <br />systems. <br />The Community Development finds that all new development in Roseville is required to design <br />storm water management systems that address this policy. <br />Policy 2.4: Work with the watershed districts to collect water-quality data on lakes within the <br />city. <br />The Community Development finds that this policy applies to the City as an active participant in <br />a relationship with a given watershed management organization in the collection of specific date <br />and does not apply to a developer. <br />Policy 2.5: Promote groundwater recharge by reducing stormwater runoff. <br />The Community Development Department finds that to the extent feasible, developments will be <br />allowed and possibly required to recharge the area’s groundwater, but only as such storm water <br />management plans are approved by the applicable water management organization. <br />16 <br />Page26of27 <br /> <br />
